Is there a limit to the amount of time an officer may present a traffic ticket to a municipality. Also, can previously dismissed tickets be expunged from the database?

The section of the statutes governing the time limits for issuing tickets lists various times depending on the type of ticket issued. In general though, for moving violations, there is a 90 day time limit for the issuance of a ticket (see NJSA 39:5-3). In order to give a more definite answer to your question, I would need to hear from you regarding the specifics of your case. About expungements, if the ticket is dismissed then it simply will not show up on your driving record with the division of motor vehicles. Only convictions for driving offenses show up on your driving record. However, there will be a record with the police and court for any tickets issued as well as a notation of the outcome of each ticket. Traffic summonses must be issued within varying amounts of time following the offense date depending upon what traffic offense is charged. The circumstances of the issuance or nonissuance of a traffic ticket must be known by me in order to give a completely accurate response based upon your specific situation.
