can a police officer run your plates for no reason, can this be a form of racial profiling?

Yes and kinda. They can run your plates for no reason. Some officers pull into parking lots and just look up all the numbers. Do cops look up plates of minorities more than whites? Of course they do. I haven't been pulled over since I was about 18 and yet many of my minority clients get pulled over for the most minor things, i.e. seatbelts. It happens all of the time. Thus, they are likely profiling you, but not to the extent that you could really do anything about it.

Your plates are in plain view and their is no restriction on the officer running the plates because he

is not intruding on your personal civil rights.

Apparently, he found something when he ran your plates which was the reason for his stopping your vehicle.

There might be some other defense available to you.

As others have pointed out, there is no expectaion of privacy when it comes to license plates.
