Traffic laws on private property...

What are the laws regarding enforcement of traffic laws on private property? As an example, can an underaged, or unlicensed person drive on private property with the property owners permission?

Generally speaking, the New Jersey traffic laws only apply to vehicles travelling on public roadways. Private property can also have different definitions. For example, private property can mean your own driveway, but it can also mean the parking lot of a restaurant.
