Legal Question in Traffic Law in New Jersey
Traffic Stop Nj Car Seizure
A female friend just had her car seized.
The cop is seizing her vehicle for a suspended registration, and writing her a ticket for no insurance. The officer is stating her registration is suspended due to lack of insurance.
Here's the issues.
1: She is an out of state driver. (Pennsylvania) The vehicle is registered in PA also.
2: The cop who pulled her over, is from a borough a few miles down the road from where she was stopped.
The stop is occurring in a different town then where the cop is from.
Are the cops allowed in NJ to violate the jurisdiction of other townships in order to conduct traffic stops etc?
The company towing her vehicle is also from the same township the officer is from.
No cops from the town she has been stopped in are at the scene.
Are cops in NJ allowed to ''randomly'' scan license plates?
The cop is claiming the scan was random. I doubt it, because her car is one ugly clunker.
Also, upon asking the cop for his supervisor's contact information, he refused stating that all the necessary info was on the back of the ticket
Also, how would the cop know the alleged reason for the registration being suspended?

Since her vehicle is principally in another state the New Jersey requirement of liability insurance
does not apply to her vehicle.
