Unregistered Motor Vehicle

i have an unregistered vehicle.

So for the past month or so we have not driven the vehicle. We keep it parked outside our home on the street, and move it back and forth for street cleaning.

Yesterday my car was towed by the town, while in a legal parking space, and the reason we were given was that the registration was expired. They actually claimed that they had assigned a police officer to check every car on the street.

Now all the laws and research I have done shows that the vehicle must be being driven for this to happen. Is this correct?

What the town did was legal. New Jersey Statute 39:3-4 says in part "No person owning or having control over an unregistered vehicle shall permit the same to be parked or to stand on a public highway", public highway meaning any public street. So by parking the unregistered car on the street instead of in your driveway or garage you have violated the law.
