Valet parking

Can a business use residential parking to park their costumer's vehicles on the only space available to the town's residents, leaving the residents of the area without any parking? If no, what can we do about the issue?

I'm not sure I understand your question. Whether a business valet parked a customer's car on a public road, or the customer did it themselves, wouldn't the car still be parked legally? There is no preference given to town residents as far as parking on a public street. Obviously if there is a meter, or a limited time for the parking, they must abide.
