if 4 people inherited a house down the shore, can one of them allow family members (who are not on the deed) stay there for a week on vacation without consulting the other 3 owners

Technically permission is needed from all owners, as one does not have then right to do this alone. Is any rent being collected? The others can insist on a rental payment. Not getting prior approval can only lead to conflicts and possible litigation.

The answer is not clear. The other three owners may fight with you over 'rent' that should be paid, and it can be messy. This one thing you are asking about is only part of the problem. You really want to get this mess fixed now so that you can use the house.

Going to court to fight over it is expensive; you should get some legal advice and try to get an agreement among all the owners. You fight if you have to. I have done a lot of fights like this.
