What action is taken when mostly all person signs, except for one that�s holding up the distribution of funds on estate?

Your question is a little confusing.

If you are mean "what happens if one of the beneficiaries will not sign off and approve the executor's estate accounting?" the answer is...the executor will probably choose at that point to file his/her accounting in court and seek judicial approval.

If the court approves the accounting, the final distributions can be made without the approval of each beneficiary, and the estate can be closed.
