Attorney's Fee's

Is is normal practice for an attorney to base his fees for probating and estate dealings on a percentage of the estates value?

While this may be the 'norm' in some States [Florida for example] it is generally not acceptable in New Jersey for an attorney to base his fee on a percentage of the probate estate.
