Bequesting a car to a family member

My father resently passed away and has bequested his car to my bother. What steps do we need to take to make this happen quickly and cheaply?

Presuming there was a Will, it must be probated and the Executor appointed. The Executor can then go to Motor Vehicles along with the heir inheriting the car and sign the transfer documents, including a sales tax exemption form. Be sure the Executor has a copy of the Letters Testamentary issued by the Surrogate to evidence his authority to sign the documents.
