Brother died intestate, sibling has stolen estate

My brother died 4 months ago, intestate. My brother, 2 sisters and I are the only heirs. He did not own any real estate, but he may possibly have over $100K due to a settlement he received last year. We signed a document upon his death to allow my sister to be the administrator, and she has since taken his entire estate. She kept anything of value, sold his car by forging his name on the title, and kept the money. She did not follow any legal procedures, such as filing with the probate courts. None of his debts have been settled, including the funeral costs. The only asset left is a safety deposit box that supposedly contains cash (she will not reveal an exact amount). She expected us to sign over the contents of the box to her, and we refused. Now she is furious, refuses to move forward with trying to retrieve the box or meet with us, and claims she has a lawyer ''working on it'', who's name she will not reveal. We have no idea how to proceed, and obtaining legal help is a problem, because we are all struggling financially (but not enough for legal aid). Who should we contact about the improper handling of his estate? Thank you in advance for your help.

Most likely, the local probate court or the commissioner of accounts who is assigned to this case.
