can a person set up custodial accounts for adult grandchildren?

Not really, as custodial accounts are used until a person reaches majority, unless they are under some disability. Suggested alternatives are: POD accounts, accounts in joint names, but requiring the creator's signature to release funds (although using the child's social security number for tax purposes), or, possiby, a living trust for the person's benefit, with flexible invasion provisions on how and for what purposes the funds can be used.
