What legal authority do I need, and where do I go to get it, to be able to access my recently deceased mother's minimal bank account? No will is involved.

If your mother did not leave a will, you (or someone else) will need to go to the Surrogate's Court in the county where she died, and qualify as administrator for her estate. Once an administrator is appointed, that person will have the power to distribute her assets, including the bank accounts you mention.
