Estate Distribution
I am asked to sign a Bond Release form for a partial distribution. Should I sign this form before the full distribution of the estate.

As long as the form indicates it is only a partial distribution, it is OK to sign it. It should have some language within the form indicating that it is a partial distribution, as well as the amount.
