What should an executor do with the assets if one of the heirs refuses to sign the refunding bond & release because they feel the estate owes them $2000 & no compromise can be reached?

Your option is to go to court and file an accounting.

However, for $2,000 it will be cheaper for you to settle with the beneficiary. Even if you win in court, it will cost you much more than $2,000 to prepare the accouting and go to court.
