can an executor keep beneficiaries away from property

Depends on what you mean by "keep....away." Executors have responsibility for determining all of the debts and all of the assets, waiting a specific time allowed for creditors to present claims, and paying the debts and taxes, before distributing any assets.

Ask the executor for information about all of those responsibilities and for a projected timetable. If the executor is not communicating with you, you may want to consult a lawyer to protect your interests.
