Legal Question in Wills and Trusts in New Jersey

my father died last year and his will names his attorney as the executor of his estate. the executor hired his own attorney as his representative. is it ethical/legal for one attorney to hire another like this? are there any limits to what the hired attorney can do that the executor can charge to the estate?
