as an heir do we have a right to know the value of the estate at their death

That depends. If you are an 'heir' but are not named in the Will...then no, you have no right to an estate accounting [since you have no interest in the estate]. However, if you are an heir under the Will [and you recieve a % in the residuary estate, then yes, you are entitled to a full accounting.
You may be entitled to a listing of all of the assets (an 'inventory') and you may be entitled to an accounting. It depends on what the will says, and on some other facts. I would need to see the Will.

In general, the answer is yes, but there may be exceptions as the other writiers indicate. In most instances this is required and the details of what has happened from the inception to completion is also required to be given to the heirs. Failure to provide information, as may be required, might entitle the heirs to sue for its production. More specific details are required for more than a general response.
