Legal Question in Wills and Trusts in New Jersey

If a irrevocable trust was in place, but the party making the the trust dies prior to it taking effect - is the trust still valid?

I don't understand how an irrevocable trust can "be in place" but "not in effect"...that sounds contradictory to me.
