Legal Question in Wills and Trusts in New Jersey

missing heir

I am executrix for my aunt's estate and she died in Oct 2006. Apparently all heirs signed and returned the first letter of notification but now one release and refunding letter was returned address unknown unable to forward. What is the procedure and timeline for locating this heir?

You hire an skip tracer to make a diligent search and if unable to locate make a motion to the court to allow service by publication.
