You need to sign an appropriately worded Power of Attorney that accomplishes this. You should obtain an attorney to draft one for you. Giving a third party power of attorney is accomplished by a written document. The POA can be defined in any manner you wish, and can become effective upon a disability, or notwithstanding a disability( my preferred POA). If I can be of help, please contact me at 201-444-8448

All you need to do is execute a Durable Power of Attorney document which names him as your "attorney in fact". A Power of Attorney is a powerful document and you will want to be certain that the power of attorney only gives your brother the specified powers that you wish for him to have.
