It's been 3 months since my neighbor passed. She has a small amount of money in her will for me.

I wrote the lawyer a letter 3 weeks ago. He hasn't responded. How long should I wait?

First, nothing can be done until 10 days after the date of death. It then takes a few days (presuming promptness in probating the Will) to take care of the probate and then a few days until the Surrogate issues the necessary appointment documents. Then the Executor must determine assets, debts, bills, etc. You should receive a Notice that the Will was probated shortly after the probate procedure is completed. Do not expect to receive your bequest for some time since much needs to be done, to assure all requirements are met, bills are paid and that no one is contesting the Will (they have 4 months from the probate to do this). Patience is a virtue.
