Refunding Bond & Release

I signed/notarized a Refunding Bond & Release Letter and only received partial money from the estate! Is this legal and how to resolve it?

It depends.

Did the estate pay the estate/inheritance taxes due on your share and you are only entitled to the net [after tax] amount? If so, then yes, this is proper.
