Legal Question in Wills and Trusts in New Jersey

if i rent an apartment that has the electric for the whole buildings hot water and have been paying for it can i shut it off if noone else pays for it it is not in my lease to pay and i am not suppose to pay for it should i go to the owner or the building super plus how would i go about getting the money back from the 2 years i have been paying it
