unpaid bills for decedant
if bills were in deceased husbands name, with no estate, is wife responsible to pay

You do not describe the types of bills involved, so I cannot provide more than a general answer. For example, credit card bills where the husband was the primary card holder, but the wife had a secondary card and used her card, she would have responsibility to pay her card bills, even if the account were in her husband's name alone. Utility bills after the date of death, even if the home and bill were solely in the husband's name, might also be her responsibility. I would need specific information on the types of bills to give a more proper answer.
