If the is a proper will signed with an executrix appointed, Is any other family member allowed to take a look at the will.

Under NJ law, the executor MUST provide all the beneficiaries named in the Will, and all of the heirs at law, with a copy of the Will within 60 days from when it is probated.

Supplementing Jon's answer, once probated, except in very unusual circumstances, a Will is a public document and can be viewed at the Surrogate's Office where probated by anyone. In fact, for a small fee, a copy can be sent to anyone requesting it; not only immediate family members.

Your question is not clear. If the testator (the drafter of the will) is not deceased, then only he/she decides if someone can look at his/her will.
If the testator is deceased and someone probates the will, in CT, it's a public document.
