Legal Question in Wills and Trusts in New Jersey

My wife inherited Her Father's house ,and car. The other 2 sisters got a large sum of money .The oldest is the executrix . Her Father died on Dec. 16 ,2016 ; My wife got Her copy of the will on Jan. 24 ,2017. she has been trying to get the car ever since ! What are Her rights as legal owner of the car ? Is that theft of a car ? how can we get it back ,and can we force her to return it to her father's driveway ,were she took it from ?
