once a will is probated is there a time frame to setttle the estate? Will there be any extra fees or penalties if it takes over a year?

There is no legal time limit. If there are taxes due (income and/or death taxes), these have time limits and they must be met to avoid possible penalties. Some aspects may take longer than others, so allow a reasonable time until things are settled. The Executor should make periodic reports so heirs know what is happening, although some do not.
