Legal Question in Workers Comp in New Jersey

Worker's Comp. case Time Frame

I have a case pending resolution since 5/1/01. The case was given to an attorney for resolution on 5/1/00.

Is this a normal time frame for processing a claim in NJ ?

Thanks for any advice
