Legal Question in Business Law in New Mexico
local city wants me to invoice for material not yet delivered due to ending fiscal year. Is it legal to bill for materials or services not yet rendered?

Any attorney will say there is nothing wrong with this practice in general; it happens frequently. Some industries (construction, for example) may regulate what can be billed, paid, etc. before work is done. Consult with an attorney in your area for specifics.
