how do i file a tort claim in new mexico after dismissed from eeoc and how does an at will state play into this dismissal

If you got a "right to sue" letter from EEOC, you best advice is to consult a civil litigation attorney concerning your next steps. Filing tort litigation is definitely not a do-it-yourself project. Employment-at-will is not relevant to valid EEOC complaints.
