drug testing before j & s

is it legal to for the court to make u submit 2 a urine test let's say at a pre trail conference.

If you are under conditions of pretrial release, the Court may require random UA's as one of the conditions. That is legal. You do not have to agree. You may chose to await your trial in jail if you wish, and then you don't have to submit to the UA's. Being random, UA's may be taken at any time.
