Can a tax loan establishment require birth certificates and social security cards as collateral for a tax loan in the state of New Mexico?

If by that you mean giving them originals of those documents, no. Copies, yes: it could be part of their anti-identity-anti-money-laundering policy, which they are required to adopt by the Patriot Act.
