With a charge of receiving or transferring a stolen motor vehicle in Las Cruces, New Mexico. What does dismissal of complaint mean? Whats the next process in this matter?

It means the case has been dropped by the court - removed from active cases - done/dismissed. There may be no next step, or, if the case was dismissed 'without prejudice' it can be refiled at a later date if the prosecutor chooses to do so. You need a lawyer or public defender to advise you concerning the specifics of your case.
