does a conditional discharge felony go on ur record at anytime from the time of sentencing til probation is complete

Yes. The felony is actually a part of your criminal history from the time of arrest. The court record begins with a charge by the District Attorney's office, and stays in the court records forever. The conviction and the CD are a matter of record during the entire probationary period, and after.
