My cousin was arrested in April 2003 in New Mexico (his family is all in Ohio). He has been sitting in jail since then without any court hearings or contact from his public defender. His family has tried to contact the public defender, but their calls are never returned. What are his rights? How can he get the public defender to meet with him? How can he speed up the process for a 'quick and speedy trial'?

The best thing may be to not have a public defender since he's not returning your calls. The local bar association in the city he's in can be called to get a referral of someone you might hire to speed this along. Speedy trial rights compel the state to dispose of his case within one year, so he has much time left.
