dating someone under age
if im 19 and i want to date someone
who is 14, is that okay? if its just dating
and no sexual activities.

It is not illegal to do what you say, but it is a horrible idea with potentially grave legal consequences to you. Your best advice is to date someone your own age, at least over the age of 18 years. If you are accused and convicted of any type of sexual contact or activity, you stand the risk of doing 18+ years in the penitentiary. No girlfriend is worth that risk.
