Legal Question in Criminal Law in New Mexico
fake document
would it be illegal to write a fake target letter to scare a young kid out of keeping up their illegal activity. the letter isn't on any official paper or anything. but did use some online pictures of the state and county seals. I just want to scare my little sister and make her stop breaking the law without doing anything to get myself in trouble

Not a good idea. Consult a trusted adult for intervention alternatives concerning your sister. The potential is for you to be charged with impersonating a law enforcement officer or government official, forging an official document, etc.
