Can a convicted felon buy and own a cap and ball firearm

No. A convicted felon is a "prohibited person" under federal law and may not possess a firearm or other deadly weapon.
The penalty for possession of a firearm which is clearly for "sporting" or "collectible" purposes is less than for assault weapons, they are nonetheless illegal for a convicted felon to possess under federal law.
