Is it legal to move a grave in the state of New Mexico with no permits or permission by all family members?

The rules concerning graves in rural New Mexico are pretty lax, and private burials are still farily common. Moving a grave is frequently done because of erosion concerns, or new construction, or some valid reason which would affect the existing grave adversely. Things are different in town.
