interstate probation transfer
If I am being charged (but not convicted) with a 3rd degree felony in NM and am in a program that is like probation ( I have about 8 months left to complete), if I wanted to move to the state of CA would I need to have family members living there?

No. As previously stated you need CA's permission under the Interstate Compact. You will need to demonstrate the ability to take care of yourself such as a job, residence, etc.
