What does the term nolle pross. Mean on a persons record?

Re: Nolle pross.
It is shorthand for nolle prosequi, which is Latin and means "case dismissed." So, on your record, you had criminal charges which were dismissed by the district attorney for some reason. You do not have a criminal conviction because of this charge, although you will have an arrest record for life.
