If a person is under 21 but older than 18 and possesses a flare gun with a homemade .22 caliber conversion, what laws are broken?

New Mexico law requires a person to be 19 years of age or older to possess a firearm, unless hunting under supervision of an adult and, with certain exceptions, under adult supervision on private property, in which case the age is 18. The item you describe could qualify as a "zip gun" and such are illegal under federal law.
