Does one have to appear for a Pre-Trial Conference, and a Docket call?

In federal court, yes. In state courts, it depends. Ask your lawyer, or call the assigned judge's secretary and ask. Do not assume. If your appearance is required and you fail to show, a bench warrant will be issued and you will be arrested. It is much easier to stay out of jail than to get out.
