A child has just turned 3, when wetting the bed she is spanked and thrown into a cold shower is this child abuse. If so what kind?

Yes. Child abuse is child abuse. There is no "kind." Totally inappropriate way to handle the problem with a 3 year old. If is a crime in NM not to report \incidents of abuse to the Children, Youth and Families Division.
