does an attorney has the authority to limit timesharing of children when no timesharing has been ordered by the court?

no. Parties should negotiate timesharing if possible, work out a parenting plan, and get a court order. Otherwise one party should petition the court under one of the possible routes to adjudication of timesharing and other aspects of a parenting plan.
