If a DNA test comes back negative that the father that signed the birth certificate is negative, does he have any parental rights to the child?

Depends on circumstances. If he has lived with the child and acted as father he may still be able to claim. It's complicated and he needs to sit with a lawyer and discuss all the facts and nuances to see where to go from here.
