Legal Question in Family Law in New Mexico

the funeral home released my sisters remains to someone who is not a member of our family, they told me the name of the person whom my sisters remains were released, upon contacting this person, she admitted that she did go and pick-up my sisters remains and said she is not returning them to me or the funeral home. is what she did considered a crime? i will be contacting the police 1st thing in the morning. the receptionist at the funeral home said i would have to get my sister back from this person myself...no apology or anything from the funeral home..is this even legal..for them to release my sisters body to just anyone. my sister was cremated. as i said i will be contacting the police 1st thing in the morning, i would have called them 2nite but i do not have this persons address, however i do know where she works.
