Legal Question in Family Law in New Mexico

i have legal custody of my cousin from el paso texas, i live in new mexico....i have had him since he was 3, he is now 8...we want to legaly adopt him he wants our last name... i have had no contact from social services in el paso since he was 4. he was taken away due to neglect and abuse and has suffered traumatically...he is ADHD, fetal alcohol syndrome, dyslexia..will it cost me a lot to do this? and can i do it? both his parents have had no contact whatsoever
