Lost and abused.

Can I file a suit against my childrens mother and the State Child Support Agency for failure to modify/stop/suspend a case against me, since I have custody of my children and they continue to garnish money off my current income?

You certainly can and should immediately file a petition to modify child support, as every month you wait is a month you potentially lose.

You could seek reimbursement for past years, but I would characterize that as not likely.
